SPECIAL EDUCATION CONTRACTED SERVICES
SCOPE: This Request for Proposals (“RFP”) provides the information necessary to prepare and submit Responses for consideration by the New Boston ISD, in its capacity as the fiscal agent of the Western Bowie County Co-op (hereinafter the “Co-op”). The Co-op is soliciting proposals for certain Special Education Contracted Services including:
a. Physical Therapy
in accordance with the terms, conditions, and requirements set forth in this Request. The Co-op
seeks such services to support the academic, functional, and psychological needs of students by
performing assessments, providing consultation to teachers, providing therapeutic services to
students, developing goals for students’ Individualized Education Plans (“IEP”), monitoring
students’ progress towards their IEP goals, participating in Admission Review and Dismissal
meetings, and providing interventions/strategies through plans specific to the needs of the
students in the Co-op, which is comprised of students from the following school districts: Avery,
DeKalb, Hooks, Hubbard, Leary, Malta, New Boston, Red Lick, and Simms Independent School

The Co-op is soliciting proposals for certain Special Education Contracted Services including:
a. Occupational Therapy
b. Physical Therapy
c. Speech Language Pathologist (English and/or Bilingual)
d. Licensed Specialist in School Psychology (“LSSP”) (English and/or Bilingual)
in accordance with the terms, conditions, and requirements set forth in this Request. The Co-op seeks such services to support the academic, functional, and psychological needs of students by performing assessments, providing consultation to teachers, providing therapeutic services to students, developing goals for students’ Individualized Education Plans (“IEP”), monitoring students’ progress towards their IEP goals, participating in Admission Review and Dismissal meetings, and providing interventions/strategies through plans specific to the needs of the students in the Co-op, which is comprised of students from the following school districts: Avery, DeKalb, Hooks, Hubbard, Leary, Malta, New Boston, Red Lick, and Simms Independent School Districts.
The Co-op currently serves approximately 760 students for special education services. The contracted services will be through a Master Service Agreement, which is included in Appendix B. Services will be provided on a non-exclusive task-request basis as needed by the Co-op. The initial term of the agreement will be for one year(s) and may be renewed for an additional five one-year terms.
The primary purpose of this RFP is to identify a list of potential contractors that the Co-op deems to be qualified to provide services to the Co-op and who will be eligible and authorized to engage with the District under a non-exclusive contract on an as-needed basis. The awarded vendors to this RFP will be used at the Co-op’s sole discretion.

Question: How many hours per week will the PT’s, OT’s and SLP’s be expected to work?
Answer:
OT is full time + - Approximately 150 - 160 sessions* per month
PT is part time - Approximately 45 sessions* per month (17 students)
Speech is part time - Approximately 25 students served over two days per week. Most are 30 minute sessions within a group setting. We hope the Diagnostician can manage the Speech Only ARDs so it would also be attending the meetings to report on IEP progress and development.

Question: Approximately how many Psychoeducational Evaluations did your previous LSSP conduct last school year?
Answer: Approximately 40 evaluations to specifically address suspicion of Emotional Disturbance.
Question: Do you have a need for mental health counseling services with your Psychological services?
Answer: No, not at this time.
Question: What evaluation do you prefer for AU evaluations?
Answer: Our team uses the ADOS to guide the formal AU evaluation sessions.
Question: Do you bill for SHARS? Who do you use?
Answer: Yes, our providers bill SHARS. We are transitioning to TASB.

DEMOLITION OF HOME ATHLETIC FIELD HOUSE
New Boston Independent School District (“NBISD”) is requesting proposals for the selection of
qualified individuals for the demolition and removal of the Home Athletic Field House and slab
and removal of all materials on the lot located on the New Boston High School Campus at 1 Lion
Drive, New Boston, Texas 75570.
Proposals are to include the information requested in the sequence and format prescribed herein.

New Boston Middle School Pavement and Drainage Improvements
New Boston ISD is seeking bids for the New Boston Middle School Pavement and Drainage Improvement project. Improvements include the removal and repair/replacement of the damaged pavement and resolution of drainage issues as outlined in the RFP. Contracted Lawn and Grounds Maintenance Services
New Boston ISD is seeking bids for lawn and grounds maintenance services. The district is seeking to contract said services on several campuses. Bid Packets may be picked up at the New Boston Administration Office, 201 Rice St, New Boston, TX.
