New Boston Independent School District District of Innovation Plan
Background:
HB 1842 was passed during the 84th Texas legislative Session in Spring 2015, and provides Texas public school districts the opportunity to be designated as a District of Innovation. To access these flexibilities, a school district must adopt an innovation plan, as set forth in Texas Education Code Chapter 12A. Districts of Innovation may be exempted from a number of state statutes and will have: • Greater local control as the decision makers over the educational and instructional model for students: • Increased freedom and flexibility, with accountability, relative to state mandates that govern educational programming; and • Empowerment to innovate and think differently. Districts are not exempt from statutes including curriculum and graduation requirements and academic and financial accountability.

Under Texas Education Code § 39.362 and 19 Texas Administrative Code § 97.1055(f)(3)(A), the state provides annual academic accountability ratings to all public school districts and campuses. These ratings evaluate performance on standardized tests, graduation rates, student achievement and progress, efforts to close achievement gaps, and post-secondary readiness.
The Texas Education Agency (TEA) accredits school districts on a K–12 basis, assigning accreditation statuses such as Accredited, Accredited-Warned, Accredited-Probation, or Not Accredited-Revoked, according to the rules laid out in the Texas Administrative Code.
As of the most recent ratings (2024–2025), New Boston ISD holds a “B” accountability rating.

Federal Report Cards
The Texas Annual Report to the Secretary is available for 2017-18, 2018-19, 2019-20, 2020-21, 2021-22, 2022-23, and 2023-24.
Every district that receives Title I, Part A funding is responsible for distributing the state-, district- and campus-level report cards to each of its campuses, the parents of all enrolled students, and the general public.
Prior to 2013, the NCLB Report Card was published annually from 2009–12.

Elementary and Secondary School Emergency Relief (ESSER) Grant Programs
ESSER grant funding is authorized in three pieces of legislation. As a result, the ESSER programs are administered by TEA as separate grant programs. An ESSER side-by-side is under development.
The ESSER I, CRRSA ESSER II, and ARP ESSER III grant programs run concurrently. During the overlap in periods of availability, grantees may expend funds from any of the grant programs.

Welcome to Skyward Family Access
The New Boston Independent School District is pleased to announce that the Family Access portal in the Skyward Data Management System is open for use by parents. Family Access is a secure, Internet-based website that allows you to easily view your student’s attendance, grades, and schedule. In addition, there are a number of other features you can use such as updating emergency contact information.
We hope that Family Access will be a tool that you use to stay informed about your student’s progress at school. In addition, we hope that Family Access will help foster a strong relationship between parents and our school community.
How Do I Get My Username and Password?
If you have an existing account:
If you had a Family Access password last year, the password is still the same and you can use it immediately. If you had a password last year but don’t remember it, please click the Forgot my Login/Password link on the Login screen. Fill in your email address and if you have an email address on file, then your username and password will be emailed to you. If you do not receive the email, or accidentally lock your account from too many login attempts, please contact your child's school to assist you with resetting it.
If you are new to the district, or never had an account:
In order to have an account set up for you, you must:
1. Have a valid email address
2. Have full legal rights to access the student information
3. Be listed as Primary or Secondary Contact in our student records
4. Visit the campus office.

Complete only one request per account. If you have more than one child in our schools you will be able to access all your children’s information from a single account. Once your are approved, your account will be created and an email will be sent to the address on file. The email will contain information on how to access the Parent Portal, your login username and password, and our contact information.
Please allow 48 hours after completing the request at the school office for your account to be approved and created. If you have not received your account information by then, contact the office.

Why should I use Family Access?
Family Access is a web based tool designed to enhance parent/guardian and school communication. Your use of the Family Access website is voluntary.
I have more than one student in the district, will I need multiple passwords?
No. Using one password you can access records for all of your students, even if they are attending different schools within the district.
Can other people see my child's personal information on Family Access?
Family Access is password protected. As long as you keep your password safe it is highly unlikely that anyone else will be able to access or view your child's personal information.
I can't get Family Access to work on my computer; what should I do?
Family Access is a web based product, so it should work on your computer like any other web based application. Occasionally, the Family Access web server may be down for maintenance. If you get an error message, please try again as needed. If you are still having problems, please contact the school.
When I log on to Family Access, I lose my connection after three to five minutes. Why?
Family Access has a default security setting that will terminate your connection if your computer is idle for longer than three to five minutes. This feature is designed to protect against unauthorized access and can not be changed.
Are all of New Boston Schools using Family Access?
Each school provides Family Access as a service to parents and guardians, but the information provided by each school will vary depending on the age of the student and the type of information available.
I have forgotten my username and/or lost my password, what should I do?
On the Login screen, please click the Forgot my Login/Password link. Fill in your email address and if you have an email address on file, then your username and password will be emailed to you. With all the talk about Internet safety and security, how do I know Family Access is safe?
Family Access uses Secure Socket Layer (SSL) encryption as the security layer for data presented on the Web. This is the same encryption system used by sites that accept credit card numbers and other personal data that must be secure. Each individual, whether student, parent, or staff member, must be given a username and password and be designated as a member of a household linked to a student in order to view Family Access information.

The Co-op currently serves approximately 760 students for special education services. The contracted services will be through a Master Service Agreement, which is included in Appendix B. Services will be provided on a non-exclusive task-request basis as needed by the Co-op. The initial term of the agreement will be for one year(s) and may be renewed for an additional five one-year terms.
The primary purpose of this RFP is to identify a list of potential contractors that the Co-op deems to be qualified to provide services to the Co-op and who will be eligible and authorized to engage with the District under a non-exclusive contract on an as-needed basis. Question: How many hours per week will the PT’s, OT’s and SLP’s be expected to work?
Answer:
OT is full time + - Approximately 150 - 160 sessions* per month
PT is part time - Approximately 45 sessions* per month (17 students)
Speech is part time - Approximately 25 students served over two days per week. Most are 30 minute sessions within a group setting. We hope the Diagnostician can manage the Speech Only ARDs so it would also be attending the meetings to report on IEP progress and development.

Answer: Approximately 40 evaluations to specifically address suspicion of Emotional Disturbance.
